Mainland Women Come to HK to Have Babies
The number of Hong Kong newborns born to Mainland women has fluctuated greatly over the past decade or soAs early as 2013, the HKSAR Government launched the “zero non-permanent resident pregnant women” policy, under which all public and private hospitals will not accept booking for delivery by “doubly non-permanent resident pregnant women”. For “singly non-permanent resident” pregnant women whose spouses are Hong Kong residents or permanent residents and who are Mainlanders themselves, they can make bookings for delivery services in private hospitals through special arrangements. According to the Census and Statistics Department, before the implementation of the “zero doubly non-permanent resident pregnant women” policy, the number of Mainland women whose spouses were not Hong Kong permanent residents giving birth in Hong Kong peaked in 2011, with more than 35,000 “doubly non-permanent resident pregnant women” or “singly non-permanent resident pregnant women” giving birth in Hong Kong.
