To attract high-skilled professionals, Hong Kong launched the Top Talent Pass Scheme (TTPS) on December 28, 2022. This policy aims to bring in top-tier talent from around the world to boost the city’s economic competitiveness and innovation. With streamlined application procedures, the scheme has rapidly gained traction, facilitating skilled migration in key sectors.
By industry classification, the number of approved applications grew significantly from 34,380 in 2022 to 38,911 in 2023, demonstrating a rising demand for skilled professionals across various sectors. The commerce and trade sector experienced one of the most substantial increases, with approvals rising from 4,949 in 2022 to 6,860 in 2023, indicating Hong Kong’s ongoing commitment to strengthening its position as an international business hub.

Similarly, the innovation and technology industry saw notable growth, with approvals climbing from 4,852 in 2022 to 5,882 in 2023, aligning with the city’s emphasis on digital transformation and emerging technologies. The engineering and construction sector also witnessed a significant surge, increasing from 1,438 approvals in 2022 to 2,025 in 2023, reflecting infrastructure expansion and large-scale development projects.

These trends highlight Hong Kong’s strategic prioritization of economic diversification, technological innovation, and urban development, reinforcing its global competitiveness in attracting top talent.

The Top Talent Pass Scheme (TTPS) has attracted a significant number of professionals since its launch, with the majority of approved applications coming from Mainland China. As shown in the chart, 96% of the approvals in 2022 and 95% in 2023 were granted to applicants from Mainland China, reinforcing Hong Kong’s strong connection with the region.

While applications from other regions, including Canada, the U.S., Australia, and Singapore, have increased, they still account for a relatively small portion of the total approvals. The trend underscores Hong Kong’s appeal to professionals from Chinese-speaking regions and its strategic role as a global talent hub.
