Not just a pet, but a real companion\u2014the one who greets you at the door, curls up next to you on the sofa, comforts you when you\u2019re stressed or down, and follows you everywhere with quiet loyalty. Now imagine you want to grab a meal together after a long walk. Nothing fancy\u2014just a casual bowl of noodles for you, maybe a sip of water for him. But every time you approach a restaurant, you can only tie him outside, eating with one eye on the door, under his pitiful, watery stares. Violators faced a fine of up to HK$10,000 and three months\u2019 imprisonment.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][et_pb_column type=&#8221;4_4&#8243; _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>That line is now being redrawn. According to <a href=\"https:\/\/www.policyaddress.gov.hk\/2025\/en\/p245.html\">the government policy address of 2025<\/a>, Hong Kong is home to over 240,000 households with more than 400,000 pets. Clear signage will be put up by permitted restaurants, so that customers know dogs are allowed. And on 13 March 2026, the Food Business (Amendment) Regulation 2026 was gazetted. Subject to Legislative Council approval, the regulation will take effect on 8 May 2026, with the first batch of permissions expected by mid 2026.[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][et_pb_column type=&#8221;4_4&#8243; _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>This new policy isn\u2019t a free-for-all\u2014It would be characterized as a careful, almost tender, first step. Only restaurants that apply and meet the licensing requirements can join. Dogs must be on a leash no longer than 1.5 meters, must stay out of food preparation areas, and must be neither <a href=\"https:\/\/www.elegislation.gov.hk\/hk\/cap167D\">\u201cfighting dogs\u201d nor \u201cknown dangerous dogs\u201d<\/a>. There are also simple, sensible rules: no cooking dog food on site, no sharing human utensils, no dogs on tables, and no open flames at tables where dogs are present. In <span><a href=\"https:\/\/www.legco.gov.hk\/yr2026\/english\/hc\/sub_leg\/sc51\/papers\/sc51-20260410cb2-436-2-e.pdf\">the government response from the Environment and Ecology Bureau<\/a><\/span> issued on 2 April, 2026, it is said that the Guidelines of Good Practice and Behavior (\u201cGuidelines\u201d) is to be issued by FEHD for reference by restaurant operators and customers bringing dogs. There are indeed strict conditions. For instance, the Guidelines \u201cwill recommend that each adult customer should bring no more than two dogs and where dogs are allowed indoors (not only in outside seating accommodation), operators may actively consider installing air-filtration devices as appropriate.\u201d As for the application quota, the allocation in the first phase will be made by balloting. If the First Phase operates smoothly, applications for the next phase may be invited around six months after its launch, subject to review and necessary refinements.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section][et_pb_section fb_built=&#8221;1&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>She thinks the new policy is good, yet she immediately stresses that genuine progress requires far more than a regulatory change. First, he points out that space is a real constraint: <em>\u201cHong Kong\u2019s biggest limitation is land. If you don\u2019t have enough room for large dog breeds or space to separate dogs from other diners, you can\u2019t manage it well.\u201d<\/em><\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>Second, most restaurants that welcome pets are in indoor shopping centers; therefore, getting the mall\u2019s consent is a prerequisite for applying a license. Another barrier he sees within this policy is about the facilities. <em>\u201cWhether the mall has the necessary supporting facilities, for instance, to allow animals to go from the car park to the restaurant, is a crucial factor to be considered. But Leo hopes that people can focus their attention on the welfare of these furry friends, rather than just on the commercial value that pet owners like him can bring. He says that <em>\u201cbeyond this policy, we have many other aspirations. Under the old rules, Petizen could only obtain a \u201cfood processing\u201d license (essentially a takeaway permit), not a full restaurant license.[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p><em>\u201cWe can\u2019t use open flames, and food storage is limited,\u201d<\/em> she explains. He believes that such efforts can attract more tourists, and also make local Hong Kong people like the city more. And at the end of January 2026, KMB expanded the service scope of this pet-friendly route. In April 2026, the AFCD responded to the Office of The Ombudsman, updating its\u00a0departmental guidelines in the fourth quarter of 2025. <span><a href=\"https:\/\/www.news.gov.hk\/eng\/2026\/04\/20260416\/20260416_164637_038.html\">The AFCD stated<\/a><\/span> that it will \u201cactively follow up to\u201d The Ombudsman\u2019s recommendations, such as amending the Prevention of Cruelty to Animals Ordinance in stages.<\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>However, Hong Kong\u2019s main animal welfare law, <a href=\"https:\/\/www.elegislation.gov.hk\/hk\/cap169\">the\u00a0Prevention of Cruelty to Animals Ordinance(Cap. 169)<\/a>, uses a core framework that dates back to 1935 \u2013 a fact that critics call \u201cbadly outdated\u201d.<\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>The long\u2011proposed \u201cduty of care\u201d amendment, which would allow authorities to intervene before an animal begins to suffer, has been stuck in legislative limbo for years. Since 2019, <span><a href=\"https:\/\/www.hkalpo.com\/newsandblogs\/a-brief-history-of-animal-welfare-law-in-hk\">the government has proposed<\/a><\/span> to \u201cimpose a positive duty of care on people who are responsible for animals,\u201d indicating that humans must take action to protect animals from suffering, illness, and harm as well as to meet their welfare needs. However, until recently, \u201cduty of care\u201d standards were not being imposed. Professor Whitfort notes that\u00a0<em>\u201cthe main reason animals are returned by adopters is housing issues.\u201d<\/em><\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>Many public housing estates ban pets outright, forcing residents to choose between their home and their companion.\u00a0Ng, guardian of two dogs, says that a big reason he chose his current neighborhood is because it is pet-friendly. <em>\u201cThe government should be actively assisting by building pet\u2011friendly public housing,\u201d<\/em>\u00a0he argues.<\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>Housing restrictions are not limited to public estates; private residential buildings often have their own rules that prohibit or severely limit pet ownership, and the lack of pet\u2011inclusive design can make daily life difficult for those who do keep animals. This concern is echoed by Ng, who observes that even existing animal welfare organizations struggle with capacity.
